After the Partridge-Raleigh explosion investigation, the CSB found that the big lesson coming from the accident is that activity called "hot work", which is welding, cutting and grinding that could cause ignition on a tank that holds or has held flammable materials, should be handled with extreme caution by workers. Workers killed and injured in the explosion used an unsafe and unreliable technique to check for flammable vapors from crude oil that was once in one of the tanks and for doing the welding itself.
